An agent interaction control plane is the governance layer above a mesh that carries four functions: identity, authority, policy, and audit.

The expansion
Identity answers who this agent is. Authority answers what it may do and on whose behalf. Policy answers what the organization permits in general. Audit answers what happened, afterwards, in a form an incident review can read.
The open question, which this record does not pretend to have settled, is how deep any vendor's plane currently goes. Naming the layer is not the same as shipping a policy engine, and our governance cells are scored on framing until we can exercise them.
What it is not
- Not the mesh: the mesh moves messages, the plane decides whether they are permitted.
- Not model governance: prompt and model controls sit a layer below the agent.
